Travel News wire… The U.S. Department of Transportation has for the first time given a penalty for an airline that forced passengers to wait onboard planes at airports for more than 3 hours. American Airlines' American Eagle subsidiary had to pay fines for 15 flights at Chicago's O'Hare Airport in May of 2011. New laws state that if a plane is delayed more than 3 hours, airlines must allow passengers onboard to leave the aircraft. The situation of an "onboard ground delay" can happen when aircraft are waiting to take off, or when one landing doesn't have an available gate at the airport.

The decision to sign a DNR order is made by the family or the patient.
